2024 Recap: Priorities on Safety, Economic Opportunities and Protecting the Environment

As we close out 2024, it’s a great time to reflect on the progress made throughout the year on the I-205 Abernethy Bridge construction project. In 2024, we made significant strides in construction, with a strong focus on enhancing work zone safety, fostering economic opportunities, and safeguarding the environment.
Construction Progress
Construction progress moved forward steadily in 2024, marked by several key milestones that reflect the ongoing commitment to improving infrastructure and meeting project goals. These improvements are vital to enhancing safety and efficiency for travelers along the I-205 corridor.
Piers and Temporary Ramp
Crews have completed the piers in the water that will support the seismic retrofit of the bridge, as well as retrofitting of the pier crossbeams is well underway, with completion expected by the end of the year.
The installation of a temporary ramp to and from Highway 99 on the Oregon City side, which will shift traffic in order to construct the permanent ramp.
New Wall and Lane Widening
On the Main Street Bridge, a new retaining wall has been constructed on the southbound side of I-205 near Exit 8, enhancing both the structural integrity and safety of the bridge..
Additionally, lane widening is progressing on both the north and southbound lanes between Exits 8 and 9.

Work Zone Safety
Safety is at the heart of the I-205 Abernethy Bridge Project. We prioritize the safety of workers, drivers, and wildlife throughout the project’s duration.
Worker Safety Training and Equipment
From apprentices to seasoned professionals, all workers undergo mandatory, ongoing safety training. This includes proper use of safety equipment, safe job site procedures, and awareness when working around large machinery and the Willamette River. Our team ensures best practices are followed to maintain a safe environment.
Roadway Management
To minimize disruption, most construction work is happening while I-205 remains open. Speed reductions, barriers, and clear signage guide drivers through the work zone, while dynamic signs and real-time updates via TripCheck keep drivers informed about conditions and alternate routes.
Safe Driver Behavior
We remind all drivers to adhere to posted speeds, maintain safe distances, and avoid distractions and impaired driving. We appreciate the support of Oregon State Police and local authorities in enforcing safe driving within the construction zone. The project team also analyzes any collisions to help prevent future incidents.
Innovative Zip Code Program Exceeds Expectations
A significant achievement this year has been the success of the Priority Zip Code Workforce Development Pilot Program. Launched in 2021 in partnership with the Federal Highway Administration (FHWA), this program aims to provide residents from economically distressed areas with pathways to higher-wage jobs in construction.
In 2024, the program continued to exceed expectations. It focuses on 29 targeted zip codes across Clackamas, Marion, Multnomah, and Washington counties, identified based on factors such as income levels, homeownership, and education. The program has directed nearly $2M into these communities, with $26M paid to certified Disadvantaged Business Enterprises and $920K in wages to Tribal Employment Rights Office-referred employees.
By offering hiring preferences and workforce development opportunities, the program has already surpassed its initial goal. Workers from the targeted zip codes have contributed 16% of the project’s workforce hours—double the original target of 8%. Over 70% of contractors now employ at least one person from these communities, helping foster long-term local economic growth and creating a skilled workforce for the future.
Protecting Wildlife and Local Environment
The project also places a high priority on protecting the environment and local wildlife, particularly the peregrine falcons that have made the Abernethy Bridge their home for the past 7-8 years. These falcons nest on the bridge’s columns, which mimic the cliffs they prefer for nesting. To minimize disruption, the project follows strict guidelines outlined by the Migratory Bird Treaty Act of 1918.
A key conservation measure is the establishment of a "nesting window" from March 1st to August 1st, during which tree and shrub removal is limited. Biologists monitor the area regularly to ensure the falcons are not disturbed during their nesting period. Last year, the pair successfully raised two chicks, and we continue to monitor their nesting sites as construction progresses.
